Rule 78A
Evaluation of Work Efficiency For the purposes of clauses (a) and (b) of sub-section (2) of section 19 of the
Act, the evaluation of work efficiency will be done on the following basis:-
(a) The work results and quality of the working body when the official to be promoted is performing the work in the previous position or giving leadership.
(b) The creativity and initiative shown by such officials while performing the duties of the officials to be promoted.
(c) The commitment and discipline of the officials to be promoted.

(1) In the case of gazetted posts, in order to be promoted in civil service, group or sub-group vacant posts by performance evaluation and seniority and performance evaluation, employees with the minimum service period and educational qualification as per section 21 of the relevant service, group or sub-group under the relevant service, group or sub-group in the case of gazetted posts.
